The Ukraine player wants to play in midfield, and Frank Lampard wants his midfield to have more creativity.
Arsenal and West Ham are also interested in Zinchenko, but if he went to Everton, he could play with fellow Ukrainian Vitaliy Mykolenko and wouldn’t have to move.
Even though Zinchenko has never played in more than 20 games in a season, Man City has won four Premier League titles since he joined in 2016.
He started out as an attacking midfielder, but Pep Guardiola has mostly used him as a left back for City.
The 25-year-old is also a well-known international player. Since his debut as a teenager, he has earned 52 caps for Ukraine.
In 2016, he beat Andriy Shevchenko’s record and became the youngest person to score an international goal for the country.
If Zinchenko left the Etihad, he might be able to play in his preferred position again, and the Toffees would probably give him a lot more playing time.
The signing would also help Everton avoid another fight against relegation next season.
Harry Winks, a midfielder for Tottenham, is another player Everton could choose. He has been talked about as a possible makeweight in a Richarlison trade.
